I have read that you can drop items for another commander to pick up. How do you get data this way?

Meet up with a CMDR, drop anything from your backpack (including data) and he/she can pick it up.
I’ve done it several times.

Is that why VHS won? Because in the future, everyone was throwing away the tapes to share data?

The name of the TV programme escapes me, but in the UK when I was growing up there was a Saturday morning show that would broadcast what I think they called an "info blast" - essentially rapid burst of facts with accompanying images - that you were supposed to record onto video tape and then step through frame by frame to digest. I used to meticulously record them and then step through with the (wired, mind you) remote I had for my VHS recorder.

From this point on this is now my headcanon for how Settlement Defence Plans are acquired.

It is relatively easy to build up inventories of items in excess of requirements. Once the engineers are unlocked, I believe CMDRs should still collect the items for unlocking to pass on to others. Other items can also be given away to help another CMDR with upgrades or modifications.

As a solo player I have turned to joint ventures. Even though I am not particularly good, especially at foot combat, Shpritz and I have got together for missions. After we take out the NPCs, his character follows mine. I open the doors and lockers whilst he grabs items as he needs the stuff more. Any excess items I have from solo missions that he needs, I pass across. We have worked well as a team, even with no voice comms.

I recommend, regardless of experience level, getting together with a like minded CMDR as it is fun.
