I am disappointed, I spent a full day to find the solution to the transport problem (nobody goes up) and I did not find it. FIX IT NOW, PLEASE!
TRANSPORT RIDERS DON'T WORK

Somebody recommended the following settings for the stations. They helped with my monorail ride. The guests still let empty cars go by without getting in, but overall, they seem to use the ride now. Didn’t do a longer term check on that, though, due to the DLC.
Don’t block station = OFF
Min. wait time = 10 sec
Max. wait time = 30 seconds
Maybe the last two settings can be fine tuned, because the minimum wait time might be the reason they don’t use all the cars, but wait for the next one. Need to watch one of Paulsley’s YT tutorials again for a refresher of all the settings.
