Travel 20 LY to sell data is not the best implementation for this mechanic.

Make data a commodity like any other, and have the factions who're looking for specific assets in a system pay accordingly for data about a suitable candidate.
 
What would make some sense to me, is if not all stations had a Universal Cartographics office. So instead of going an arbitrary 20ly, maybe an average of 50ly to find a station with an office.

I wouldn't be surprised if this is in the works. I noticed in the galaxy map, you can filter by Cartographer. Sort of pointless if every populated system has one.
 
If anything, it makes more sense to distance value cartographic data than it does for rare goods. Rare goods are already "rare" by definition so don't need to go far away to make them valuable, but map data would truly be more rare & valuable to far away systems. Cap or s-curve would be fine and logical, but fixed 20 LY seems in-your-face arbitrary, and needlessly dull. Great concept, but still a work in progress for sure... Like the ideas on tying to missions, maybe could add spying missions to scan for specific things.
