In systems where only one faction controls all major starports (Never mind you apparently need to go to IF to pay off bounties even if there are two factions in a system with stations, groan) , and multiple mission scan targets are located in the same factions area of control trespass bounties can be overly onerous. Since the comms terminal can only be scanned once per instance you will end up getting the trespass bounty multiple times. This assumes an SRV is used, and the comm array can not be reached by srv before incurring a bounty i.e. ~2km trespass boundary. The alternative is to use a ship like a krait to try and avoid the bounty, but not all planetary bases are laid out in manner friendly to this approach.
So as it is now of you take 6 combat missions, and they happen to need the same settlement scanned you end up spending most of your time jumping back and forth clearing 500cr bounties rather than doing any sort of real combat.
If trespassed worked more like a Warrant status they authorities would be able to attack you with out you incurring the active bounty penalties in that justification. You could still clear this 'trespass warrant fine' at a local station with out needing IF.
After all loitering is a crime punishable by death, but not something that actually gets you a bounty (i am relatively sure you don't get a bounty for loitering). Trespass should be handled similarly.
