Trigger for bounty on stealth kill?

Ok I'm confused, help me out please.

I found this cool settlement, Bargh Hospitality District (tourism, threat 1) and I'm able to wipe it clean of NPCs using stealth kills without ever getting a bounty or fine, regardless of whether I don't get scanned ever or I just got scanned by the guy I would take down as soon as he turns around.

Then I went to a different settlement, Dara Astrophysics Site (science, threat 2), I get scanned by an NPC and I proceed to zap him (stealthy) as soon as he turns around. Not seen by anyone, no alarm, no hostile reaction. I get a bounty for murder.

Err... what exactly is the trigger for getting a bounty on a stealth kill?
 
I believe anarchy factions don't issue bounties, so an anarchy faction may have been in control of the first one. In non-anarchy controlled settlements (and settlements currently acting as a conflict zone) killing someone earns you a bounty from the faction controlling it. Another time you might not earn a bounty is when you're fighting criminal factions in a base they do not own (an example being scavengers in an offline settlement who show a bounty icon without being scanned first).

I guess it depends on the faction. Some factions are kinda illegal, so you won't get fines for killing them (like when you asked to legally wipe a settlement). But yea it has no logic, I killed everybody in the settlement, no witnesses, no alarm, but I have fines o__o
