According to https://forums.frontier.co.uk/showthread.php?t=97577&page=42&p=1691696&viewfull=1#post1691696 War occurs when an invading faction reaches high enough influence.
In LTT 377 two local factions have a pending War state - not Civil War but War:

Since War requires an invading faction I'm assuming it's Purple General Corp (even though I can't find what system it's from) because Revolutionary LTT 377 Values is a local faction. But Purple General Corp only has 3% influence, so how in the world was a War state triggered? Is 3% a "high enough influence level"?
Or could it be that Revolutionary LTT 377 Values triggered the War and not Purple General Corp? And if it did trigger it why did it trigger with Purple and not one of the other factions? Purple barely has any influence and has no stations. I haven't even see a Purple ship.
I'm trying to understand what causes War (and Civil War) and how the opponents are determined.
