Pretty sure it required a permit when I was in Sol earlier this week - a day or two prior to 2.2.
I suspect you may be getting Titan and Triton confused. Titan, The moon of Saturn, has required a permit since I started playing just after Horizon's launched, Triton, the moon of Neptune didn't. Just firing up game to check permits in SOL. Yes as I suspect, since 2.2 dropped or sometime earlier maybe in a mini update Titan now does not require a permit, Triton does, for some reason they have changed these around.
I also see that Titan is now a non-landable body instead of permit locked.
