Trouble with a faction rank promotion mission (assassinating a General)

I'm working on an Empire rank promotion mission to kill a traitor called General Lee. I located him at a USS (the first one I checked) and engaged. Everything was going well until we collided, which brought my hull down from 94% to 13%. I did a tactical retreat, repaired my ship, and returned to look for him again. I've checked 15 USS in the same system now, without any luck.

1) Do anyone know if it's even possible to find him a second time, or if I have to abandon the mission and get a new one?

2) How harsh are the penalties of abandoning a faction rank promotion mission?

Hasn't happened to me, but in the faction reputation thread, someone stated that he didn't abandon the Mission and found him a second time, so that should work. I had to take down two generals so far and whilst the second was in the first USS I found, I had to check quite a few when I was looking for the first one.

They definitely spawn again. I found one target which steadfastly refused to fire on me first and I really didn't want to take the rep hit for attacking and killing a "clean" NPC. I thus decided to attempt to ram him/her to death. They didnt fire on me once right up to them popping. The mission didn't come up as complete however and the very next USS i visited there they were, magically revived in the same ship. An ORCA IIRC. Took the rep hit and blew them to smithereens! Mission complete!

I took down the guy, but the kill didn't register, so I went to an outpost and repaired some hull damage, and started to search some more signal sources, he popped up in one of those. This was with the same mission timer ticking down. So no need to abandon it.

Maybe try to jump in and out of the system in order to appease the Gremlins? Might not matter though.
