Try to expand Li Yong-rui into a system that sells Cutter. Any help?

We all know those systems controlled / exploited by Li Yong-rui would offer a 15% discount for ships and modules.
Unfortunately we can't find any Imperial Cutter in Li Yong-rui space as far.
So here's the sugesstion: Why don't we expand one?

I have checked Elite: Dangerous Database and confirmed that Har Pahary system is the best candidate for expanding.
It sells Cutter and haven't been controlled / exploited by any powers, also it's the closest system from Lembava about 79 LY.

I will start from the next circle. Does anyone want to join me?

OK, while it would be nice to be able to purchase a Cutter at 15% discount, this wouldn't be a good system to expand to.

The radius income of Har Pahary is listed on the galaxy map as +32, it also has an upkeep of -27, so therefore a potential profit of 5CC. However, there are some other factors - we have to pay overhead as well; currently for Li Yong-Rui that's currently 60CC per system per week, making a total loss of 55CC were we to expand to Har Pahary.

The second factor is that the system contests 8 exploited systems owned by Zemina Torval, in the bubble of her Kaliki control system. Were we to expand to Har Pahary, Torval would lose the CC of those exploited systems. You can expect any expansion attempt to be vigorously opposed, not just by Granny herself, but also by her imperial allies.

Har Pahary is 79ly from Lembava, so would have a base fortify trigger of about 7000. It's got a patronage government, so increate that by 50% and we'd be looking at about 10,500. The undermining trigger would be about 9000, and we'd get undermined there every week (just look at what happens in Heverduduna), increasing our losses further.

The final thing to think about is that LYR isn't actually supposed to get a 15% discount on ship purchases, only on outfitting. That we get the discount on ships as well is a bug, and FDev might someday fix that.

If I were you, I'd pop along to Denton Patreus and take advantage of his 10% discount on Imperial ships in his shipyards.
