Tundra Map without snow

I'd really like a Tundra map that isn't covered in snow, because I actually like the texture of the tundra biome, it looks really nice. I recently tried building a zoo on a tundra map, but having to place heaters every few feet just so I could see the grass got a little tedious.
 
It'd be absolutely nice to temporarily turn off snow in franchise mode as well (for example when you pause the game), cause it's really hard to terraform habitats properly when you can't see what you're doing. The "torchlight-like" transparency we have now when using the terrain brushes over snowy landscapes just doesn't work well enough for this.
 
Another opportunity for me to go on about one of my most wished for options, in sandbox at least.

Please give us manual temperature control.

That way we could have a four seasons zoo (although deciduous trees are still problematic) in, for example, a temperate map.

At the moment we can make it snow but as soon as it stops actually snowing it melts. Which is a bit rubbish.

I would also love to be able to turn on snow for grasslands or desert for instance, without doing it manually each time. Would be a really nice feature for sandbox.
Yes, being able to set weather parameters in sandbox would be great. For me, I want to be able to turn rain on but turn off snow. I just find the snow annoying, but I like the occasional rainfall.
