Turn off helm panel opening with headlook?

Does anyone know how to do this? I can’t stand it in VR when the panel open when you look at them, mainly because the sound effect gets on my nerves. I can stop all of them apart from the one when you look down.

I’m sure I’ve done it before but can’t find the setting.

It has to be a bug. There's a setting somewhere (mode switches or something like that?) which has ..

Looking at role switch panel: Does Nothing

But it doesn't do nothing, it opens the panel.
