Turn Off Specific Weather Effects

Right now our options are either to turn off all weather effects and leave your zoo permanently sunny, or have them all.

I'd like the ability to turn off snow. I hate using the heaters and coolers because except in the instance of a specific spot (heated rock, indoor shelter, warm/cold swimming pool) or a fully indoor enclosure there isn't a zoo in the world that could or would put these items all over the enclosure. I try and restrict my usage of these items to shelters because that's how real zoos do it, but even so whenever an animal ventures out into the snow for five minutes I start getting protesters and alerts. It's extremely annoying. If I could turn off snow my temperatures wouldn't drop low enough to cause a problem but they'd still be comfortable for cold-climate animals.

Or, it would be even better if there was a way to make it so the zookeepers would dump the animal food on the ground around where the heaters are during cold weather events, so the animals will actually remain sheltered until the snow passes. Currently they'll flock to the shelters, but they'll venture out to get food or something and then decide they're freezing to death.
 
In fact, being able to set a temperature range for your zoo would be a good fix to this. You could set it to it never gets colder than Xdegrees and never hotter than Ydegrees. That way you could ensure all your animals are always within their ideal temperature range.
 
Isn't this part of the challenge depending on the biome selected?

I'm talking about Sandbox. I prefer to build realistic zoos, which you can't do when animals have such tight restrictions on their welfare. Real world zoos don't provide snow year-round for their animals because it's logistically impossible, and in fact most animals that live in the snow don't even have snow year-round in the wild (snow leopards, Japanese macaques). Even polar bears don't.

Turning off the welfare entirely is also problematic in some cases, as the animals often don't get fed and still get alerts for things like temperature and stress (again, not very realistic). I think it's generally known by now that Sandbox players aren't necessarily in it for the challenge.
