Turn on power at settlement but settlement is already active... what to do now?

I took a mission in a post Thargoid recovery system (Namayu) to reactivate power at a settlement (Obi Cultivation Biosphere).
When I arrived the settlement was online and fully operational.

Do I have to abandon the mission now and take a REP hit because of this?
Or is there some other option?

Turn on power mission, power already on?

Is there something wrong with the mission system? I have 6 "turn on power" missions and every one of them the base is already powered up. I'm unable to complete the missions.
