I've multiple turrets on a FGS (4 pulse) for MultiCrew and 3 PA's for the helm, I think if you're building an all turret ship the turrets need to be engineered to fire continuously on the target it'd be pointless if several cut out due to the wep cap being empty.
One issue is there's currently no class 4 turrets available (and none in the next update as far as I can see) so the class 4 hardpoints will a bit underutilized, the build I've put together tries to maximise the continuous DPS by modding the weapons G5 efficient so they can fire constantly without draining the weapon capacitor.
Shields and armour, the more the better as the DPS isn't that high, essentially it'll kill most ships but it could take a while (for comparison the FGS build I mentioned above has a DPS of 89.2 thats over 30% higher than a hugely expensive Corvette) so you'll want as much protection as possible
As wrmiller says the Vettes agility is good for a large ship in fact it's 20% better than my FGS and I find it easy enough to land PA rounds fairly consistently, with the turrets and fighter keeping the target under pressure you can line up for a burst of MC fire or dual PA rounds.
