Two local factions – Same Allegiance – One Hurts the Other

I have been doing missions for the federation faction in Abrocmii (Social Abrocmii Future) and in Witchaul (Witchaul Corporation). When I do missions for the federation faction in Abrocmii, my federation faction goes down as does my reputation for the local federation faction in Witchhaul.

Why does doing missions for a federation aligned faction give me negative reputation for the federation globally and locally?I have been doing missions for the federation faction in Abrocmii (Social Abrocmii Future) and in Witchaul (Witchaul Corporation). When I do missions for the federation faction in Abrocmii, my federation faction goes down as does my reputation for the local federation faction in Witchhaul.

Why does doing missions for a federation aligned faction give me negative reputation for the federation globally and locally in another system?

They're probably a pirate faction and doing missions for them will drop your rep with the security forced and therefore the Feds

The faction in Federal Witchhaul is in a civil war with an independent faction.

The Federal Faction in abromii is not in a civil war.

It doesn't matter if they are aligned with the same faction, they can still do take over of the sector. Same as we get here in the RL with a corporate take over. It means their political stance is the dominant one for that sector.

I am doing missions to improve my overall federation ranking so that I can get more federation naval progression missions.

How are you supposed to know what missions will give you positive federation ranking and which will lessen it? ? I thought that if you only did missions for federation aligned factions you were ok but clearly that is not the case.

Any ideas?
