Ships Type 7 excluded from instance?

So, i've been flying the type 7 for some time, but i never come across players. Even when i wing up with a friend it takes some time to find them (in a station) is this a real issue? Or just going insane
 
The problem with the T type ships is that they take more skill to be survivable whereas there are multi-role ships that for a bit more cash are much easier to survive. And their shields are just laughable. A courier with a 3A shield has only a tiny bit less than a T9 with an 8A worth 150mil+ credits.
T6 is the odd one out due to rare trading and lack of comparable ship.

Clipper has better stats everywhere for 5mil credits more. Ly when loaded is almost identical, the only thing the T8 has is that it can jump 7 times before needing fuel whereas the Clipper is 4. But generally trade routes are shorter than 4 jumps unless rare goods in which case fuel scoop.

Anaconda vs T9 is a similar comparison.

the T-6 is an incredible explorer, i'm using it right now, but it's true that they should have put T7/T9 NPC only. They are not very good.
