Here's hoping for a fix in 1.3, or an explanation.

You find them in strong signal sources being escorted by 6 anacondas and they're carrying like 40t of medicines.

And people wonder why noone pirates npcs

They don't even need to make them high value commodities if the hold is full or cargo.

Even a load of 1000-2000 value goods is a pretty good profit on the black market at 75% resale, if your pirating in a Clipper. I guess it will come down to just how fast the drone can collect the cargo up, and how much they cost per drone.
