Unable power Hammond Creation Lab

As the title states I am unable to provide power to a Hammond creation lab. I have built and rebuilt the lab several times. Every time I have built it inside a power supply area, or built a new substation directly next to the lab. And every time the lab fails to receive power. I do not wish to introduce a carnivore into a pen with herbivores but if I cannot build a functioning lab I will have to.

OK I figured this out

So it seems the games math is off a bit. I should have had 2 extra power after powering the lab, but it seems this was incorrect as building a second power plant solved the problem.
