Doesn't even need to be 20ly away. Just any system where the Felicity Farseer faction isn't present, so literally anywhere outside Deciat.

welp guys i did this twice... and the bounty is not on or in both of the interstellars..
i went to Independent system and a Federation system... so this why i posted into forums.. any ideas?
... ummm....oooops ... i restarted everything now and it is cleared...thanx!
