Unable to complete Tobacco contract

Those "Seeking Special Gifts" missions often have the caveat that the goods are stolen as well. Check that and go hunt USS/WSS for salvage.
 
If it's got a skull on it, the goods have to be stolen.

You can abandon them, have someone else scoop them, then have them jettison them without abandoning them.

i had something similar happen with spices once - I think it is because you have been scanned and the tobacco has been marked as illegal. Once that happens it seems all you can do is either sell it on a black market or jettison it somewhere (well away from the station). Though I would be interested to know if there is any way of completing the mission for future reference if I find myself in the same position again! :)

Edit - Just remembered, I didn't have a mission, it was just some rares I had picked up but was unable to dispose of as they had been marked as illegal and didn't show up in the Commodities Market.... similar circumstances though.

As a law abiding citizen (that was one time, kinda) is "stolen" different to "illegal"? Can something be both? Or is a "stolen" item changed to "illegal" once scanned and no longer considered "stolen"?

I think illegal just means illegal in that system I.e tobacco is prohibited at that star port.
 
Something is 'stolen' if you picked it up from space, e.g. a WSS or after you shot someone and cargo was left floating around.
Whether something is 'illegal' depends on the jurisdiction; e.g. Onionhead is illegal in Fed space but not in Alliance space. This does not depend on how you got hold of the commodity.
