Unable to Earn PP Merits through combat: Bug or Am I Doing Something Wrong?

I'm currently pledge to Yuri Grom - short term, just to get FSD missiles and then will switch back to Arissa. I'm currently active in LHS 1541, an anarchy system that is a control system for Zachary Hudson. I've blown up several Federal Agents ships and Federal Logistics, yet I've not earned any merits.

Am I doing something wrong or is there a bug I'm not aware of?

The first test to see if its a bug would be to go to another control system, because the NPC type checks out.

Thanks. I just wanted to make sure I wasn't doing something wrong. I'll try farming the Nav Beacon later today and if that still doesn't work, try another system.

Hope it's not an issue where you can't earn them in Anarchy system.

There was an inscription that it was hostile ?
Thursday! Has anything changed in this system.

I don't know why I didn't get them before, but I blew up one at the Nav Beacon and interdicted two more and got the full 120 merits.

I also got a 45000 credit bounty on me for killing one of them, but not for the others. Weird (especially in an Anarchy system). No notoriety, so I paid it off right away.

I've seen this happen a few times. The game seems to "forget" you're pledged to an opposing power, so you don't get merits for kills and you also end up getting local bounties + notoriety instead of just the usual superpower bounty. No idea what triggers it but it's pretty rare.
