Unable to find any Stronghold Carriers

Hello all Commanders

My fruitless search to buy a Krait Phantom is going nowhere
Suggestions to go to Jameson would be great if I was anywhere near being Elite, which I am not.
My recent idea was go PowerPlay and get one off a Stronghold Carrier
So.....
I made an alt in (ugh) Federation Space. Pledged to Allysia Winters and have been strumming along doing the PP thing
I cannot find a Stronghold Carrier in any system, in any state
Are they invisible? are they that rare?
In the absence of any other info, I can only assume they are found in the Navigation Panel? Galaxy Map? Fortified System? Capital system? HQ System?
No luck anywhere. The Horizons version on Xbox does not have a state filter in the galaxy map
Any help on what I'm not getting here would be most appreciated.

XBOX = Legacy, so no PP 2.0 there.

Stronghold carriers were introduced into the live game with Power Play 2.0.

trying to imagine why anyone would PP without them. Seem like the only real benefit of PP

Before PP 2.0, people did PP for the modules, or for the gameplay and community.
Sure, most of the PP modules are bad or niche, but there's at least 2 plain good ones.

Thank you Joe Cool. I'm based out of Bartini's Enterprise in CF 464. It was 4 jumps in my DBX.
Now I don't have the cash to outfit it just now but I will.
A nice deep space explorer will replace this DBX soon ;-)
