Like the title says, I can't land my fleet carrier in Colonia & I need to change some services. Are there other systems nearby I can get this done or do I have to go all the way back to the bubble? This is kind of a game breaker for me & I don't have another month to spend on this otherwise simple task.

Check out inara.cz/nearest and search for FC Services near Colonia. You find Ratraii, Deriso, Tir, Luchtaine, Asura all offer the FC services.
You need a carrier admin system not a carrier procurement system as ORANGEORANGE says;

I actually discovered this list just after I posted. The problem now is that I've travelled to 2 of these systems & landed at the ports that say they have carrier services to find out there is no carrier service. I have no clue what this is about or if I'm somehow missing something but, this has been the worst experience for me in this game.
You don't go to the port, you just jump your carrier in and use the carrier admin panel to add and remove services! So stay in the carrier, do it from carrier admin panel.
It's contractually required that I like all posts that call me awesome, so don't take it as some sort of ego trip
