Sometimes when you scanning ships your sensors picking up some useful data, also known as encoded materials (check it out here https://elite-dangerous.fandom.com/wiki/Encoded_Materials ). Your ships memory storage is full of some data and would not store anymore of that same kind of data. You can visit Encoded Material Trader ( description is here https://elite-dangerous.fandom.com/wiki/Material_Trader ) and trade some of it for higher grade encoded materials. You will need those files for engineering.
