The "donate" button is disabled !
i have 1 000 000 bounds.

Is that a Combat Bond or Bounty Voucher? Todd requires Bounty Vouchers, not Combat Bonds. I don't know what your UI is saying as mine is not in French but normally Bounty Vouchers are shown like:

So, as I thought, that image in your original post is for Combat Bond Credits. As @Factabulous says, you should go to a Resource Extraction Site and destroy pirate scum to obtain Bounty Vouchers which you can use to unlock Todd.
