The bigger stations tend to have police ships scanning you, smaller outpost types don't. There's no way to tell from outside whether a station has a black market, but once you've found one it'll stay there. I keep a list of stations I know have black markets in my usual stomping grounds.

Not necessarily, the presence/absence of a black market doesn't have any bearing on whether the station has security ships.
No, generally not at the main Space Ports but.... if you go to the Platforms they won't scan you and neither do they have loads of Police ships bugging around.

I've never been scanned at an "outpost" station. Some of those have blackmarkets.
I got scanned at an outpost in Gamma 2.0. First time ever.
Now this was not an "unsanctioned outpost", still haven't been scanned at those. But before that event, I'd never been scanned at any sort of outpost that I can recall.
You can also look at who runs the outpost, anarchy governments are more likely to have black markets, less likely to have folks out scanning you.
