As Nioell says, it isn't a 'heater' as such, but a temperature regulator under the same menu as the power generator, wind turbine, solar panel, and water filter.

Since we are talking about huge bodies of water in the game, I'm glad they added a proper facility instead of underwater heaters. Heating up an aquarium indoors vs what it takes to heat up bodies of water in a zoo habitat.
