Fortification is the most resource intensive task we have, it is exponentially easier when you are Rating 4 or Rating 5. This is because the allotment of Prep/Exp/Fort materials are tiered based on your Rating.

Allotment:
R5 - 50t/30min
R4 - 25t/30min
...
...
R1 - 10t/30min

Hauling Prep/Exp/Fort materials is a slow grind for new players.

So what's the fastest way to get that shiny Rating 5, complete with 50mil weekly salary?

Undermining is the fastest, most efficient way for new players to attain higher Ratings in Winter.

30 merits per PP ship destroyed.
1500 merits per hour in wing.
R5 - 1st time; 10,000 merits = 3x3hr UM sessions in Wing
R5 - Established; 5,300 merits = 2x2hr UM sessions in Wing
R4 - 1st time; 1500 merits = 1hr UM session in Wing
R4 - Established; 810 = >1hr UM session in Wing


Undermining requires a CMDR to visit an enemy Control system, interdict Powerplay specific faction ships, blow them up, then return your merits to any Winters Control system. There is no reason to undermine a system past its trigger, so if a system is at 100% UM, then move on to the next one.

In the vast majority of circumstances, one does not want to undermine systems that are loss-makers for the enemy Power. A system must have greater than 64CC income, for the large Powers, and (I believe) 54CC, for the small Powers. So if you are looking for Undermining targets, it is wise to pay attention to this number. The pertinent data for enemy Control systems can be found under the Galactic Powers menu, whichever Power, then their Control tab. You will see a list of systems, and when you click on a system, you will see its Fort/UM status, as well as its Fort/UM Triggers, Default CC Upkeep, Undermined CC Upkeep, and Income (which does not include the overheads stated above).

We will always publish specific lists of Undermining targets on the Winters Subreddit, as well as our coordination site (fed.enjin.com). These lists cater to specific playstyles of our Commander-base. The lists on the SubReddit, are public, and made for people who may not prefer to participate in the highly organized part of Winter, but still want to contribute to the team effort at their own pace. The lists on our enjin site are made for our very dedicated, and organized players. Sometimes these lists are identical, sometimes they share a few targets, and sometimes they are completely different. We base this on strategic decisions made by our most dedicated Commanders. I highly doubt we will be able to post undermining lists here every week, but we will certainly try to.

In general, we want to undermine any Imperial Power, with the (mostly) exception of Zemina Torval. Our main squeeze would be the Emperor, Arissa Lavigny-Duval, followed by Senator Denton Patreus, and Princess Aisling Duval. We definitely DO NOT want to undermine President Zachary Hudson. We almost never want to undermine Prime Minister Edmond Mahon(aise), nor do we want to undermine CEO Li Yong-Rui, Simguru Pranav Antal, or Pirate Lord Archon Delaine. The reason for this is primarily for the sake of efficiency. We want to put the most hurt on our worst enemy, which is the Impire.

Basic question: What are Powerplay specific faction ships? Do they need to be WANTED or just part of the faction we want to undermine?

Basically you only have to be in an Enemy control system to undermine there. When there you can blow up any ship that is involved with powerplay for merits except ships belonging to your own Major faction (Federal Agents).

A list of the ships you can destroy for merits are:
Sirius Security (LYR)
Shield of Justice (ALD)
Torval's Shield
Patreus Sentinel
Kumo Crew Watch (Archon Delaine)
Alliance Enforcer (Edmund Mahon)
Utopian Overseer (Pranav Antal)
Aisling's Guardian

As a Federation pledged pilot you will also see Federal Agent npcs pledged to either Felicia Winters or Zachary Hudson. Destroying these ships will not earn you merits, but will incur a treachery penalty of 50 merits for each one that you kill.

These are the combat ships for each of the powers. You will see these ships pop up in any controlled system. There are also cargo ships you can destroy for merits, but these are dependent on the owner of the control system you are currently undermining.

Keep in mind that undermining will make you wanted in the system you are in.
