Powerplay Undermining and scooping opposition 'items'

Often when I'm undermining Federal powers the ships drop their cargo and it's the power-specific material (garrison supplies etc).

As a member of an Imperial power if I scoop these items am I able to do anything with them?

no.
There are 2 methods of undermining, blowing up ships, and pirating the supplies.
As a member of an Imperial Power, you undermine non Imperials by blowing up their ships,
You undermine the other 3 Imperial Powers by pirating their supplies.
The federation supplies are only of value to the other federation power.
