I've found that it's really easy to farm PP merits in any of Winter's controls systems, but extremely hard in any of Hudson's (on my own). In any of Winter's control systems there are loads of cargo-like ships (Hauler, Adder, Type-6) of the required type, which are easy pickings in my Cobra. On the other hand, Hudson's systems rarely have those, or they are protected by a wing of several ships, and often have much higher combat ratings (e.g. Elite). The end result is I can earn 100-150 merits per hour in Winter's systems, but maybe only 30 merits per hour (unless lucky) in Hudsons!
Does anyone know WHY that is the case? They're both Federation powers, mostly in Federation space. Hudson's control systems get a 30% increase in security, while Winter's gets 20%, so I wouldn't expect such a massive difference.
P.S. While I could take-on Hudson's harder NPC ships in combat, there is little point because they take so long that security ships turn up (at which point it's usually a good idea to leg it). Basically you need to be in a wing to bother trying to farm in Hudson's systems.
