Powerplay Understanding Preparation

No this isn't a guide. More of me trying to figure out power play.

So, picked a faction - St. Felicia patron saint of farewells - oh I mean Felicia Winters. Picked a system to run liberal propaganda to as part of the preparation phase. My thoughts being ill start here as a natural starting point and see this thru until Winters and Co. own the system. Sounds good in theory.

At any rate, I forget the numbers since I was there last night but it seemed as tho plenty of prep work was already done. What benefit, if any is there in continuing to run preparation packets to a target system past any certain given point? I get fortification and undermining, rather I think I do - first one to 100% wins. What about preparation? Does it matter? How do the numbers work? I know that the goal is for the systems that get prepped to appear in the next cycle as expansion targets, then followed by control in order to make them officially "yours".

Some me clarification would greatly be appreciated.
 
Systems are listed on the preparation list dependent on how many merits they have in them, since powers have limited CC to spend on preparation the position of a system on the prep list ultimately defines if it is a spot to go to expansion in the next cycle. I.e. right now Winters current CC would suffice to get the first six systems in the top spots into expansion next cycle. So continued preparation of systems ensures they stay in the spots that go to expansions, or can serve to push them on the list (and other systems with less prep off).

That said a power doesn't want to prep any system, usually targets are carefully chosen by their organised player bases. Don't just go ahead to prep any system if you want to help out your power. I.e. for a power like Winters no system that will give less than 62CC is profitable, also systems contesting other another power's systems (other than Imperial ones) are probably not put there by people that want to help Winters. If you want to get in touch with the organised Winters player base, a good first step would be their subreddit.

Btw. fortification and undermining works a bit different too actually. They both influence the upkeep costs of a control system. Doing more than 100% undermining/fortification is useless, it's just about reaching the trigger. The different cost states are:
Not undermined & not fortified = default upkeep costs
Not undermined & fortified = no upkeep costs
Undermined & not fortified = default upkeep costs + system income is lost
Undermined & fortified: default upkeep costs
