Engineers Unfriendly local reputation at The Divine Apparatus (Baltanos).

Is there a reason, why my local reputation at The Divine Apparatus stands at "unfriendly"? As far as I know, he's not a member of a minor faction and all the factions in the system for me, are either allied or neutral. Also Independed reputation is not modifiable.

For reference, I've got him unlocked and it all works fine, btw.
Do I need to buy mods? Although this only works on ship engineers, to my knowledge.

I think it will go up as you mod. The crappy thing is that doesn't work for Ody engineers.
