I'm sure this has already been suggested before but I'll post anyway... =p
It seems with so many limpet types you now need something like an Anaconda with a boat load of slots if you're wanting to do more than one activity.
How about :
This would put players in a position where they do not have to carefully decide what to equip before heading out, which ultimately just seems to prevent you doing "unexpected" things on the ply without heading back to dock and re-equipping.
I think, when playing, many people set out without a specific plan in mind and just like to play the game as it comes. So often folk like to use a more generic, jack of all trades ship that can deal with a variety of situations, but this is becoming less and less possible due to the increase in activities only being "accessible" though equipping a specific limpet controller type. It is also made worst as much of the new content is being found far away from any dock and so re-equipping for the encounter is now often not reasonably viable (without going well out of your way).
It would also open up varied activities for the smaller ships, so people feel less of the "you need an Anaconda to play" thing.
Having different limpet controllers was probably fine early on, but there are now so many types and so few slots on ships that it does not seem viable any more. Ship choice is being too heavily influenced by how many slots it has, many ship types are becoming unusable for many activities due to their lack of module slots.
I understand having limitations can encourage a bit of thought about what you are doing. I'm thinking perhaps if a limitation is to be implemented, a reasonable trade-off might be that limpets should require 2t of cargo space instead of 1t. This way it's a bit less easy just to grab loads of every type and be done with it.
