So I went out to see the Orion nebula and Barnard loop. Turned upwards a few hundred LYS and almost couldn't plot a course because of all the systems requiring unknown permits. I had to backtrack to get out of there. Does anybody know how large an area is inaccessible? Seems huge to me. Has it always been this way?

Have it always been this way? Probably not. Recently FDev cordoned off big chunks of the galaxy - presumably for some future game events.
(btw if you ask me, from in-character perspective region permits for huge chunks of remote unexplored space have zero sense).

Ran into this 2 weeks ago. It's the Col 70 sector. No, nobody knows why it's forbidden, but strongly suspect it's reserved for future content additions. There's other forbidden sectors but the col 70 sector is the most annoying because it makes access to the nebula in the area more inconvenient than it has to be.
Read premonition and you'll gain some idea of what Wreaken construction is up to in Col 70 sector
