Unlock buildings Goldmine Tower Career in Sandbox

I have been searching all the forums to no avail. I want to open Goldmine Tower in Sandbox mode. My intent is not to build a theme park, but start a digital Model Railroad. I want to use the terrain as supplied by Frontier and then add my own railroad and structures. I am not looking to adding any rides, coasters or management tools (except perhaps as they add to the Model RR intent). But first I need to sweep the terrain clean, but most of the buildings say they are locked. I have seen some coasters on the Workshop using clean Goldmine Tower terrain. But the subscriptions on those are for only the coasters. I see one comment that it was easy to remove all the buildings. But that is not the case for me. Is there a "cheat" that would allow me to remove the locked buildings in Sandbox? Or maybe some kind user might put a cleaned up Goldmine Tower terrain on the workshop. Thank you very much for the help.
 
AFAIK, the scenarios can only be played in scenario mode, not sandbox.

As for items that are locked to the map, that's just how things are. No getting around it. This applies not only to scenarios but also even the basic sandbox maps. The tropical map, for example, has several clusters of trees in the NE corner that are locked and can't be deleted even in sandbox.

You can choose to open a career/scenario map as sandbox or challange map aswell!

I have been able to open Goldmine Tower in Career as a Sandbox. But most of the buildings are locked and can not be removed. But if you look in the Workshop under "Goldmine Tower", several coasters are posted with empty Goldmine Tower terrains. In fact one of them said it was simple to do. I must have some switch thrown on my game which restricts removing these locked buildings.

Perhaps Frontier might load empty terrains for Sandbox use. As I said before, I wanted to use Planet Coaster as a Model Railroad build and not a management or theme park game.

Why you don't open such a workshop-item, with an emty map, and delete the coaster??
 
If you want a model railroad sim why not get Trainz? Or the newest one which is Trainz Model Railroad 2017. That might be what you are looking for. Trainz has blank baseboards with nothing locked, and you can build for miles. Planet Coaster you are restricted to a tiny square to build in by comparison.

Unfortunately the Workshop subscription is only for the coaster. It was not uploaded as a park

I have Trainz, Railroad Simulator and a few others. I like the look and feel of Planet Coaster. (I go to the originial Disneyland or Knott's not for the rides, but for the ambiance). Just my emotional choice - I guess.
