While I have decided to redirect to The Dweller and take that path, I am mystified that I keep getting advise to do pure long term engineered combat builds just to try and get 100,000 Combat Vouchers while over in the Newcomers Forum newbies are still being told that as soon as they get in their stripped down Sidewinder they should run immediately run to a CZ and make a MILLION CR per hour.
Are they being sent on suicide missions??
EDIT AND NO ONE IS TELLING THEM TO DO ANY ENGINEERING OR EVEN BUY UPGRADED ARMOR OR ANYTHING?
First of all, Juri Ishmaak requires 50 combat bonds, not 100,000. Also 'combat vouchers' don't exist. There are combat bonds and there are bounty vouchers, but there are no 'combat vouchers'.
Now that the pedantry is out of the way, let's get on to your actual question: why are noobs being directed towards combat zones if CZs are so hard? I have literally never seen anybody recommend to anyone, of any skill level, to go into combat zones for the purpose of making money, and I have never seen anyone recommend that noobs go into CZs. What I have seen recommended to new players is going into Resource Extraction Sites (not HazRES) for the purpose of making money. However, as has been mentioned here, RES are significantly safer than CZs, for a number of reasons. First, the enemies in RES are significantly weaker, and second, you can follow the cops around (and the cops are real strong BTW) and just take pot shots at ships they are already killing so you can get paid. CZs are not RES.
Lastly, I think you missed something kind of important: you really, absolutely, don't have to do this. First, Felicity Farseer can upgrade your DSS to grade 3, and I know you have her unlocked. Grade 3 isn't Grade 5, but it's still pretty good. Also, if you absolutely, completely, 100% want to avoid combat, then both Hera Tani and Lei Cheung can be unlocked without ever having to deploy your hardpoints. And if you want some advice on how to unlock The Dweller without getting in trouble with the authorities, I'm sure the community would give you some tips; I would.
