Unlocking low value Permit Systems

So, looking for something to do while awaiting Odyssey I decided to start unlocking permit systems I don't have. A secondary goal is awaiting 4 weeks with a PowerPlay faction to get another weapon to play with. 5 down 6 to go. Probably the advanced PA's next as the mining lance is only G1 and I do just fine mining Trintium for my FC with with stock G2s.

Welcome to Van Maanens's star system. I knew that Van Maanen's has little to offer given the shipyard and outfitting but other systems nearby offer a lot more. Meanwhile it has a nice clean Dodo orbiting station a short distance from the sun with a lot of GREEN in parks and trees! If a player is into saving the Earth in the 21st century they will feel comfortable docking here! Given that Fleet Carriers cannot dock in permit systems and the low tactical value Open mode combat is unlikely. It could be a nice place for wings to meet in Open to decide how to attack other local systems without enemies not having a permit.

'Farming' low value permit systems I'm using this Python build designed for 240t cargo runs swapping out equipment as required designed to obtain a permit in hours versus days. It covers a lot of play styles with data and cargo runs, planetary prospecting using the FSS and DSS for POIs, scanning ships for materials (datamined wake exceptions?) and excellent jump range rarely needing a fuel scoop in the bubble. With it's shields, hull and weapons taking on any PvE interdiction or pirate assassination missions is boring getting +++++ reps per ++ reps for data deliveries. This offers opportunities to mix up the game with a multi-capable ship not getting bored. But that is just me and my play style. There are so many. As I made my billions in trading others may do it better. Just some ideas to think about.

if the permit giving faction controls a L-pad station and with the many highly profitable commodities, trading can get you permits easily as well (7 trade runs of >1,5 mio credit total profit). or bountyhunting, or exploration data.

I have a 720 cargo Cutter also dedicated for combat but in the initial play going for a permit it cannot go to an outpost. Once the Python knocks these out there is no need for the Cutter as the Python is getting +++++ rep missions. I use the Cutter for delivering PowerPlay propaganda.

I've just finished getting all the accessible permits on my main CMDR.

At least I'm safe from another Mingfu situation developing. Mingfu is no longer accessible because the permit-issuing faction no longer exists outside Mingfu (and the same applies to HIP 54530). I can't get those, but at least I won't lose access to any more.

One (admittedly slight) advantage to getting these: your route plotter becomes slightly more efficient because it doesn't have to avoid these systems anymore. You can be routed through them.

Now, there is a "play the BGS" moment. I wonder how many active players have the wherewithall to reopen those systems...

Prolly none, since only commanders that already have the permit can work those factions now that they only exist in those permit locked systems. Some of the permit locks seriously come off as stupid, but, well, we did this.
 
I think it would be difficult to persuade any Mingfu permit-holders to expand the permit faction to another system to let the rest of us in. They probably enjoy having access to something the rest of us don't have.

And I don't see what the rest of us can do about it. I'm not aware of any method of raising the influence of a faction that you don't have access to. Nor can I think of a way of lowering the influence of all the other factions in a locked system (some of which might themselves not exist outside the system).
 
I wonder if we can convince Frontier to make the permit a reward for a Community Goal?

That would be interesting! And I wonder what the aftermath would be? A BGS battle between those who want to use their permits to expand the faction, and those who want to keep others out?
 
I did the same recently OP.
Checked the unlocked systems for POIs for crashed ships etc, in the hopes of some rare Salvage.
In the end I found nothing and I could see no reason why any of them are permit locked.
Except the odd bit of lore fluff.
 
I long ago made Admiral in the Federation, King in the Empire and an ally of the Alliance in case the Devs with a future update required this for some new benefit requiring these accomplishments. Didn't happen.

When Fleet Carriers were announced I started making billions of credits for when they showed up. They showed up and I bought one but making a profit with one is advanced ED trading skills more than just buying/selling basic commodities. Be creative.

When Odyssey shows up will these permit locked systems start having lucrative profit opportunities while we are walking around in our new spiffy space suits? Given the Devs probably not but I'm covering the bases just in case. The future of ED has not been decided while Frontier is working to get the current version to work. :)

Just one question. Did you really put cluster capacitors instead of super conduits on your charge enhanced power distributor, or is that just a typo in your Coriolis build?

Early builds not into combat but trading cluster caps was great. Later on with combat builds super conduits worked better especially on a combat Cobra Mk III build with advanced engineered weapons. This is a leftover but with the rest of the Python build they work great taking out any PvE and never losing a ring in the shields. Maybe there are more variables given a play style than just clusters versus conduits.

UPDATE: Still you are right. Per unlocking permit systems I'm doing a lot more combat than cargo in my trading Python so I switched over to Super Conduits. Marco Quent was only one jump away.

Fair enough, but even with regards to trading, using super conduits instead of cluster caps will drop your boost interval from 4 sec to 3 sec, while keeping your weapon drain time about the same (less important than boost for trading).

Great goal though! You’ve made me start looking into unlocking any remaining systems that I can as well now. Hopefully it’s somehow possible to unlock ones that have become impossible.
 
Ok, doing some research on Mingfu to see if we can find a way to unlock the permit.
There's two main ways, other than asking Frontier, but first a little history ....
The Mingfu permit was obtainable at one point. I've read a post from Jankula https://forums.frontier.co.uk/threads/mingfu-system-permit-thread.203519/post-5043590 who states they had the permit (at the time they posted) and have no idea how they got it. Then around 3.3 or 3.4 Frontier locked the system off with no way to obtain the permit.

So the two ways to get the permit ...
1. Convince those with the permit to do BGS work in the system to expand the faction that grants the permit so we can all get it.
2. Hope the faction that grants the permit is in a nearby system so we can earn rep with them.

From what I've read, the only faction that grants the permit is only in Mingfu (a catch-22 situation) and the few who have the permit, assuming Frontier haven't removed it from them, may not be interested in doing some BGS work.

So EDDB lists the following factions as Mingfu being their home system ....
Revoluntionary Mingfu Labour
Mingfu Blue Brotherhood
Mingfu Law Party
Mingfu Fortune Industry

And the only system each of them are in is .... yes, you guessed it ... Mingfu.

So that leaves us with asking Frontier nicely.
