Unlocking the Dweller

Can someone give me a simple method that gets this done. You have to trade with 5 black markets. I tried picking up dropped cargo, (which immediately gets marked "stolen",) but was unable to sell it at any Black Market. (I'm sure this worked just fine back in 2017.)

I tried taking on a cargo mission, then abandoning it, and being left with cargo again marked "stolen". (This method is recommended in a YT Exigeous video, but seems not to work now.)
Again no black market was interested in it.

I tried hunting around for Imperial Slaves to sell at Federation stations, couldn't find one. Is there some new special way to set the "Filters" on the Black Market contact to get anything actually done? I suppose I continue to assume that most things will work as they did before, silly of me.
 
You can use the ingame tool. However it is easier to use a site like eddb.io
You idear is good. Get stuff that is legal in one system and sell it in a system where it is illegal. You need a low sec system for a black market.

I have no idea why you could not sell. A screenshot might clear things up
 
I did this recently on my second account - I did the accept a delivery mission then abandon it approach. Used EDDB to locate nearby black markets, did silent running to get into the stations in question then sold the stolen gear. I sold like 2 units at each place so a small delivery mission gave me enough cargo to open The Dweller.

Not quite. Anarchy systems always have a black market although since you can sell anything at an anarchy system anyway, these are only needed for stolen goods.

Otherwise, whether a station has a black market depends on its government type. Dictatorships, Corporates, Theocracies, Prison Colonies, Patronages and Feudal government types won't ordinarily have black markets whilst Democracies, Communisms, Confederacies, and Cooperative will.

There was also supposed to be a change where civil unrest would open up black markets in the authoritarian government types, but I've not tested that myself.
