Another vote from me - take it a step further and tie it into system states and populations (expect to be ripped off landing anywhere in Sol for example)

I think I have a better idea. A Fee Rate. Lowest fee let you dock. But the higher you pay the more protection you get entering and leaving the system.

So traders Might be guarded by a wing of Police if they pay the higher rate.
