Unprovoked Attack

This has happened to me a few time. I've been bounty hunting in a resource extraction system and a ship starts attacking me though when I target it, it is clean even though it instigated hostilities against me. This is in federation space and there's no bounty on me. Am I misunderstanding something here? Shouldn't a ship attacking me automatically become wanted?
 
Not sure, but I'm pretty sure since he attacked you, you can attack back. Maybe it's someone becoming a criminal? Or a relative of somebody you killed.
 
This has come up many Times. Most ships, including wanted ships belong to factions. You have to be careful who you attack as any bounty/police ships will attack you if you attack a faction ship.
 
As I said, this is not in an anarchy zone. Last time it happened was at a resource extraction site near a federation station. I understand that some factions won't like you and will attack you, but shouldn't that make them wanted if they do that in a non-anarchy location where I have no bounties against me?

I'm allied with federation and won't attack any ships that appear grean even if they are wanted.
