I think they may have applied functionality relating to this I found in the help documentation for education items.
Guests will use a sign by stopping at it and examining its contents. If the content relates to an animal in proximity the guest's education level is boosted. If the animal is far away the boost is reduced.
So, maybe before patch there was no proximity in place, either in functionality or both functionality and help information.
I would imagine these are just warnings to let you know that your education items are not giving their full capacity.
If you have a large habitat or use overhead walkways a lot you may find these may cause more issues than others.
I looked to see if the education heat map shows some sort of radius marker and it doesn't. This might help us Frontier

For quite awhile after placement there were no warnings but at some point after .. 1 .. just 1 of them reported an issue. The animal in question .. a saltwater crocodile pair that goes in and out of the water .. The ones on either side of the problem one had no alerts for them .. which doesn't make sense unless a time factor is involved or guest access to the education item.
What if .. just thought of this ... when the guest starts reading it lets you know that at that point they didn't get a good boost because the animal wasn't nearby at the time they were reading. Maybe the next time someone does they are and there won't be an issue. I think more monitoring will need to be done.
