Instead of unlocking islands, update 1.13 should have a campaign feature that enables free use of all 5 islands. As with regular campaign, in this campaign feature, if you get a 4 star rating on any islands, you unlock sandbox mode. You have the option of choosing your island for campaign, instead of unlocking them.
