I actually noticed that all the NPCs you could get missions from suffered this issue LONG before Update 12; none of them ever had eyebrows or facial hair. Surprised no one ever seemed to notice that, but I guess it's good that the issue spread to player avatars because it gave it better exposure to get fixed.
That was only the case back around update 7 or 8. It was fixed in the following update, at least until the most recent one where it reappeared worse than ever.
Except where update 11 made them too shy to appear at all, or only hidden and shadowy (which admittedly...added a llittle dramatic flare to anarchy factions)
Not the portraits, the actual NPCs that you speak to in person on the concourses. Although the NPC who was assigned to stand at the end of the bar at outposts would often go missing without any explanation.
I had the same with my own face on the mission boards, just a partial black silhouette - this was last night!
Had a pretty funny one last night.

From my experience, this isn't true. Facial hair of any sort was still missing even in Update 11 for all mission-giving NPCs.
Maybe you had your graphics set to potato, because I can assure you that wasn't the case.
