Update problem

I have been away for a while , tried to start game (steam ) but got message update required I followed instructions to chose high priority update restarted and nothing tried again an hour later same message so I tried verify files to see if that could kickstart update got message all files verified restarted but again am locked out update required , any help would be appreciated

Open steam -> library -> then right button on elite dangerous -> play game or play Elite dangerous : Horizons

I have the same issue from the last 6 months .. I always do this and work
