Couriers traffic in data, requiring very no amount of cargo space in the ship’s hold.
I can't seem to find the "or just hunt other commanders" line....
.... it seems to now be "or hunt the galaxy’s most-wanted criminals".
Piracy gets a mention though: "The most daring pirates can extort other commanders or use limpet drones to extract cargo straight from their target’s hold, and sell the loot at a local Black Market."

They put it on top of everything ...first and foremost ...
Killing players, still, works like a charm, bounty hunting players not so. And Pirating players is, still, a joke.
Perhaps they work on their features a bit more, making them viable?
The "Fight" text is, largely, mode agnostic - and includes, as mentioned above, "If you choose to fly in Open Play you’ll encounter other commanders in a galaxy where friendly fire is always on.".
While it says "you’ll need to be ready to stand your ground and fight", it does not necessarily mean that combat is either inevitable or that the CMDR requires to engage - I have not yet found that necessary on my latest alt-CMDR - as it has not fired a shot at anything other than a rock.
While all you say is true and I agree there, the statement doesn't necessarily meaning PvP in "Open". No, but "knowing one's Pappenheimer" in Open, make it sound like a warning.

Hi Dietger, hope you are keeping well.
The updated information has nothing to do with the mode system, as even in Solo it is a "cutthroat galaxy" due to the NPCs attack all players.
Even in my trade Cutter I get attacked by NPCs and have to use my combat skills to survive - and I'm in PGs mainly.
So while it may be a warning, it isn't one for PvP as Solo players will still need their skills due to NPC attacks.
