Horizons Upgrading space stations?

Is there any way to upgrade space stations, for example like outposts? Is it possible to give them markets if they don't have them? Also is there a way to build a space station in a system that your minor faction owns?

There have been community goals but nothing a single player can do -> Read Hutton Orbital community goal stuff. Took many thousands of players

Ideas for community goals must be submitted in the dedicated thread, then it's up to FD's community management team to select which articles and which community goals to actually implement in game.

I believe Obsidian Orbital was a brand new station constructed due to a massive community support for Obsidian Ant, a well known Elite video maker who suggested a station inside a Nebula.
