Ok, Got my 3rd deliberate kill and second bounty voucher. I was in an uninhabited system but the police showed up and scanned me while I was fighting but didn't help with the fight. All three of them left before I even killed the punk.

Not uncommon, they are more aggressive in the RES areas.

Make sure you have your "report crimes" set to "on" on your starboard HUD.

You are in an anarchy system (bottom left of first screenie). Cops only care if you attack starports or them directly.

"Report Crimes" is on and since I was in ANARCHY why were they there if they were not going to do something about the crime??

Same has happened to me more than once in non-anarchy systems with crimes report "on". They scan and scan and scan until either you or the pirate is dead meat. Just like cops in real life - sometimes.
