I had ideas for better wars in ED using what we have now:
Station captures by rival factions
Initial phase (Station capture, ground):
A community goal to capture intel cannisters from destroyed defending ships in a system. Past a threshold, weaknesses in station defenses are found.
Then, a community goal to smuggle saboteurs into a station from a 'base' station. Saboteurs are a 'Rare' resource and are transported like cargo and smuggled into the target station and 'sold' in the black market area. Past a certain level saboteurs gain control of the defense lasers and turn them off, allowing for phase two (below). The tier system could be thus:
Tier 1: Lasers for pads 1- 10 turned off
Tier 2: Lasers for pads 11 - 20 turned off
Tier 3: Lasers target defending ships trying to dock
Second phase (Station capture, ground):
Community goal switches to troop drops within the target station. In a similar way to smuggling saboteurs troops (another Rare) are transported,released from the hold and the numbers of invading troops determine victory. The opposing side must bring in supplies to keep defenses going. If phase one went well invading transports will not come under fire, if at all from station lasers outside or inside.
System wide conflict zone:
Currently we have conflict zones (CZs) dotted about. In my idea the whole system has a ring of CZs. This ring of conflict zones contracts or expands depending on how well invading forces or defending ships are doing. This allows for parts of 'the line' to collapse allowing a beachhead into the system, and players can visibly see how well the fight is going overall. If the ring contracts too far past stations, they are exposed to invasion.
This would also allow for supercruisng patrols to be meaningful, as they would be looking for troop transports or saboteurs and interdict them before they reach the target station. Opposing forces could destroy patrols and make interception difficult.
This would also allow for the use of asteroid belts and other parts of systems to be used as cover to allow smuggling or covert approaches.
Strong signal sources (SSS) could be command areas for invading forces, with destruction of key ships counting against the invading forces- bulletin board missions or community goals could be to eliminate the ships in these areas (or specific command vessels like elite Anacondas).
