Using most/steam in low light conditions?

I'm working on a project which could really benefit from using mist or steam, but by definition this project is strictly a night time/low light piece of scenery.

The problem is that neither mist nor steam show up in low light conditions, at least the ways I've tried so far. Has anyone been able to adjust lighting to get those effects in low light? And if so, could you share your technique with your friendly neighborhood scifi designer?

Devs have said VFX are not effected by lights so there is nothing you can do

Thanks. So basically they work in sunlight or not at all? That's unfortunate. Guess I gotta do some more improvising.

Yep, the visual effects are (slightly) visible in the dark but you can not light them up with light.
