Engineers USS High Grade Emissions

Hello! Recently I can not find USS High Grade Emissions. I fly around the stars and fly away from them for 200, 500, 2000 and up to -100 000 and almost does not occur USS High Grade Emissions. I want to understand, I just do not have luck or have changed something lately? I choose the Federation, the Alliance, the Empire with Boom statuses, Elections, etc. But all without result.

Pretty sure this has always been the case with High Grade Emissions.

At least I have always had to find High Security systems to get any to spawn for me.

For the Proto stuff, i always use Bunda for getting these HGE's and Bunda is an Anarchy System. there are plenty of these around the system from 200Ls to 5k Ls. You just have to be out of the shipping lanes and in Deep Space
